Invitation to "International Law in Protection of Child Rights Panel" at GNAT

International Children’s Center is organising a panel “International Law in Protection of Child Rights: The Council of Europe Convention on the Protection of  Children against Sexual Exploitation and Sexual Abuse (Lanzarote Convention)” Panel in collaboration with UNICEF and Turkish Association of Legislation under the aegis of  Health, Family, Work and Social Affairs Commission - Child Rights Monitoring Committee in the frame of Universal Child Rights Day on 20 November 2013 at Grand National Assembly of Turkey.

The aim of the panel to promote ONE in FIVE Campaign of Council of Europe which initiated to end Sexual Exploitation and Sexual Abuse of Children at the Parliament level.

Data suggest that about ONE child in FIVE in Europe is a victim of some form of sexual violence. It is estimated that in 70 to 85% of cases, the abuser is somebody the child knows and trusts. Sexual violence has serious consequences for children (pain, feelings of shame and guilt, fear of speaking out, lack of trust in adults, mental or physical health problems, etc.). As a result the campaign is called “ONE in FIVE”

Since 2011, ICC has been in close cooperation with the Council of Europe have the campaign in Turkey. ICC helped translation and editing of One in Five Campaign materials into Turkish and run a focus group with families with young children to test out the campaign materials. Council of Europe in early September 2012 organised a workshop in Strasbourg with its government and NGO partners. In this workshop, ICC accepted to take on the campaign in Turkey.   ICC has started the campaing with a project funded by Embassy of the Kingdom of the Netherlands.

The aims of the project are;

Goal 1:  to help achieve implementation of and harmonisation of Turkish laws with the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (The Lanzarote Convention)

  • Objective 1.1: to inform members of the Turkish Parliament about the Lanzarote Convention with the involvement of the Turkish Parliamentary Focal Point of the Council of Europe Parliamentary Assembly
  • Objective 1.2: to facilitate parliamentary discussion on harmonisation of Turkish laws to the Lanzarote Convention
  • Objective 1.3: to inform and lobby the Turkish Parliament to ratify Convention on Cybercrime and Convention on Action against Trafficking in Human Beings
  • Objective 1.4: to help prepare legal amendments to Turkish Penal Code and other relevant Turkish laws to ensure compliance with the Lanzarote Convention and other two Council of Europe conventions

Goal 2:  to help achieve ratification of two linked Council of Europe Conventions:

  • Council of Europe Convention on Cybercrime
  • Council of Europe Convention on Action against Trafficking in Human Beings

Goal 3: to facilitate engagement of Turkish members of the Council of Europe Congress of Local and Regional Authorities into campaign in Turkey

  • Objective 3.1: to inform Union of Municipalities about the Lanzarote Convention, One in Five Campaign and its Congress of Local and Regional Authorities dimension
  • Objective 3.2: to help run a local public campaigning in Eskižehir with Eskižehir Municipality and NGOs and have Eskižehir Municipality be the first municipality in Turkey to sign the Pact of Towns and Regions to Stop Sexual Violence against Children (Council of Europe)

Goal 4: to equip children, their families/carers with the knowledge and tools to prevent and report sexual violence against children, thereby raising awareness of its extent.

  • Objective 4.1: to reach 100 families with children under 8 years old in 2 provinces with the Turkish One in Five campaign materials by the end of April 2014.
  • Objective 4.2: to reach wider audience through engagement of print, audio-visual, and online media
  • Objective 4.3: to engage 100 representatives from civil society organisations and pre-primary school teachers in integrating One in Five campaign materials in their outreach activities to children and families.
